In this role you may:
+ Develop data products and services that incorporate the contributions and serve the needs of the diverse stakeholder community for the Coastal Data Development (CDD)
+ Program, Gulf of Mexico Restoration, Coastal Ecosystems Sustainability, Tourism, and the RESTORE Act Science Program
+ Apply expertise within the U.S. coastal region in general oceanography, marine fisheries science, marine biology and ecology, marine climatology, marine geospatial analysis, socio-economics, ecosystem services, and other specialties for the planning and development of coastal data and information products
+ Perform Scientific Data Stewardship duties for the handling and management of data submissions originating through the Coastal Data Development (CDD) Program
+ Identify and coordinate with data contributors for the purpose of defining data acquisitions and determining their suitability for long-term preservation and stewardship within Examine, evaluate, and service data collections for the purpose of verifying their content, determining the adequacy of their metadata, and preparing them for stewardship by NCEI and use
+ Perform NCEI Scientific Data Stewardship tasks for the addition of new data collections, and for the content maintenance, including update, of existing NCEI data collections
+ Maintain, update, and develop tools and aids, including technical reference documentation for controlled scientific domain vocabularies, needed for managing metadata
+ Prepare and analyze historical data from NCEI and other sources, to include data QA/QC processing, units' conversion, reformatting, interpolation, gridding, and geospatial and statistical analyses
+ Design, develop, operate, and maintain data and scientific information management software and systems for the scientific analysis, documentation, and access to coastal data and information stemming from the CDD Program
+ Develop, implement, and maintain scientific data workflows within the NCEI data architecture for CDD Program's; data analysis and product development, to include uploads and extractions from digital databases and other data sources; stores, formats, and data aggregates; and for REST-based consumption by Web applications and scientific computing
+ Provide geospatial systems expertise to CDD projects for capturing requirements; designing systems that satisfy requirements; populating GIS databases; providing OGC-
+ Configure, modify, document, and maintain commercial or opensource GIS and database software for CDD projects requiring custom desktop and/or webbased applications and Provide geospatial data operations and maintenance (O&M) support for ingest, QA/QC, format conversion, analyses, modeling, database development, data layers, REST services, cloud services, and the production and maintenance of associated technical documentation
+ Perform data management tasks for managing NCEI's digital collections and datasets
+ Develop and create metadata for data collections and granules, by using automated and manual methods.
+ Develop and manage NCEI metadata standards, to including identifying and documenting best practices and implementation strategies of the standards for collection and granule metadata
+ Coordinate with data providers and scientific stewards to develop submission agreements that capture and formalize data management strategies for data acquisition projects
+ Actively support, coordinate, and participate in archive processes and planning activities, such as integrated product teams and readiness reviews, for archive projects and collections
+ Develop and report the metrics for submission agreements, metadata records, digital object identifiers, and other data management and archive related activities and items/materials.
+ Develop and manage digital object identifiers for Governmentselected data archive projects and collections.
+ Receive, catalog, ensure safe storage, process loan requests, and provide emergency preservation support for any archive incidents/accidents, for records preserved on physical media.
+ Convert non-digital records on physical media into digital data files on digital storage media, for long-term preservation and to enable computer machine readability
+ Maintain, track changes, and report status for configuration controlled baselines and version controlled documents for NCEI systems, components, and associated technical and project management documentation.
+ Engage with stakeholders for the development and priority ranking of data preservation requirements and for coordinating mission needs with NESDIS programs and NCEI/ITLD
+ Provide scientific information services for NCEI's major observational data programs
+ Process customer orders and perform data delivery services using government systems, including receiving customer orders, data access, data analysis, data reproduction and quality control, packaging, and facilitating appropriate delivery through approved mechanisms
+ Provide customer service tasks via various mechanisms including e-mail and telephone, including the provision of climate information, data, and response to user queries regarding NCEI's climate, weather and other data as appropriate, including assisting with orderslopment and implementation of NCEI data management standards, to include identifying and documenting best practices and implementation strategies for the standards
+ Provide scientific and technical support for the development, operations, and sustainment of scientific datasets and peer review products, product generation capabilities, and associated analytic tools for change detection, monitoring, and quality control
+ Perform scientific data stewardship tasks necessary for the archive, preservation, and access of oceanographic data and products; consistent with the assigned Tiers of Scientific Data Stewardship and NCEI's operating procedures
+ Identify, coordinate, and communicate with data providers for the purpose of defining and acquiring the ongoing and new oceanographic data submissions
+ Perform \"NCEI Data Steward\" tasks for ensuring data collections are properly prepared and suitable for adding to NCEI's archive collections, such as examining data collections for scientific quality, adequacy of metadata, scientific units, proper formatting, etc.
+ Provide day-to-day operations, project management, and scientific data management support for NOAA's Coral Reef Conservation Program (CRCP) and associated Coral Reef Information System (CoRIS) project
+ Coordinate with NOAA's Coral Reef Conservation Program, NOAA's Environmental Data Management Committee, other NOAA offices and researchers for the development of coral reef data management and metadata development
+ Collect and prepare information such as; coral data, metadata, CRCP accomplishment write-ups, products, publications, and information from CRCP projects and other sources for incorporation into the CoRIS and the NCEI archive
+ Develop and maintain data search tools, glossaries, online mapping applications, and web content for CRCP and CoRIS.
+ Collect, analyze, report, and maintain CoRIS metrics for online usage statistics, submissions, additions to CoRIS, and other parameters of interest to NCEI
+ Support development and presentation of outreach information and materials for scientific conferences and other coral reef stakeholder venues
+ Elicit, capture, and translate user/stakeholder needs and associated information into requirements for Coral Reef Conservation Program's (CRCP's) systems, products, and servicesRecords (CDRs) and new products such as Global Ocean Heat Content, Salt Content, and a World Ocean Database Reference Environmental Data Records (REDRs)
+ Prepare and provide responses to information requests for CRCP projects, products, and other coral ecosystem resources available from within the Coral Reef Information System (CoRIS).maintain and develop data records for both existing and new products, such as NOAA's existing operational Climate Data Records (CDRs) and new products such as Global Ocean Heat Content, Salt Content, and a World Ocean Database Reference Environmental Data Records (REDRs)
+ Maintain and transition existing data records, such as Sea Surface Temperature (SST) CDRs, and their production capability into the REDR framework for operational sustainment, including forward processing and reprocessing.
+ Perform scientific stewardship for NCEI's ocean data and products, to include the application of the Contractor's expertise in sea surface temperatures, salinity, ocean color, ocean surface topography, and marine winds, derived from satelliteobservations
+ Perform scientific stewardship, applying the Contractor's oceanographic expertise for ecosystem data and products, including the development of time series records of chemical, biological and coincident physical information derived from in-situ source data ocean current data
BA/BS but degree may be waived with experience. - Masters and associates degrees are equivalent to two years of experience.- Bachelors and doctoral degrees are equivalent to four years of experience.
