Opportunity to add your expertise to the department's processes and strategies Enjoy a multi disciplinary approach Approximately 20,000 consults annually, approximately 10253 interfacility patients transferred to UMMC and over 300,000 incoming and outgoing calls, transported 5500 Adult patients/1166 Pediatric patients annually Summary Under the supervision of the Senior Director of Maryland ExpressCare, oversee the daily administrative operations of the inter-hospital TransferCenter and critical care transport clinical staff within Maryland ExpressCare/ExpressCare for Kids. Develop and administer the departmental policies and procedures, which support the efficient operation of the clinical staff and TransferCenter activities within the department and the service quality mission of the Medical System. Principal Responsibilities and Duties Develops, implements, reviews and updates policies and procedures that guide and support the ExpressCare staff in the provision of inter-hospital transport services for the Medical System. Assures accurate and efficient operations and performance in accordance with the goals and objectives of Maryland ExpressCare/ExpressCare for Kids and the Medical System. Institutes and monitors clinical quality control mechanisms, standards of operation and ensures compliance with Medical System policies and procedures, The Joint Commission (TJC) guidelines and federal, state and local statutes governing the delivery of health care services. Develops annual and long-term goals and objectives for the clinical staff. Works with the Transfer Center Supervisor to develop same for TransferCenter staff. Develops process for implementation. Communicates new or changed policies and procedures to all relevant staff. Evaluates services and implements changes wherever necessary/recommended for improved service, quality, and/or regulatory compliance. Investigates and coordinates the review, selection, and/or purchase of new products, techniques, and equipment. Manages and directs the daily work activities of the paramedic and nursing staff., as well as the Transfer Center Supervisor Hires and conducts orientation and training of new clinical employees. Performs individual performance evaluations of employees to ensure the overall satisfactory performance of the program, and initiates disciplinary actions, as required. Ensures the establishment of clear and concise work procedures and expectations, as well as assessment of performance levels by monitoring results and supporting the provision of positive and constructive feedback. Oversees the Transfer Center Supervisor in the performance of the above for TransferCenter staff. Maintains appropriate staffing levels to ensure successful program operation. Provides ongoing training and development of staff. Develops in-service training sessions for all personnel. Develops, implements, and utilizes on-line and off-line medical control mechanisms and protocols for the program including coordinating the development of clinical protocols for inter-hospital use. Establishes and maintains a computerized reporting system for the ongoing monitoring of departmental productivity to provide statistical feedback to senior management. Develops appropriate data collection instruments for inclusion within the patient's medical record. Develops a series of transport service orientation sessions for personnel from the Emergency Services and Admitting departments, University Physicians, inpatient care units, clinical faculty, and referring facilities. Provides clinical care for transport patients on both regular and on-call basis considering each patient's needs. Collaborates with program team members to improve the quality and effectiveness of care. Oversees and manages transportation vendors , which includes the following: Oversees vendor performance related to contract requirements and customer expectations. Monitors vendor expenses and manages to departmental budget, oversees timely payment of vendor bills, handles billing disputes. Assists in the development and implementation of a marketing campaign to promote the critical care program. Identifies customer groups and determines customer requirements. Uses requirements data to plan service delivery. Measures customer satisfaction and makes improvements as necessary. Attends meetings of civic service organizations as an UMMS representative as directed. What You Need to Be Successful: Bachelor s degree in Nursing, one of the Allied Heath disciplines or a related field is required. Advanced degree is preferred. Licensure as a registered nurse or certification as an emergency medical technician or paramedic is required Two years hospital-based supervisory/management experience is required.
